IAEA board refers Iran to UN Security Council over nuclear non-compliance

The IAEA Board of Governors approved a resolution reporting Iran to the UN Security Council for breaching non-proliferation obligations. At least 23 countries voted in favour, with Russia, China and Niger opposing. This marks the first such referral in 20 years. The EU accused Iran of suspending IAEA cooperation and refusing nuclear facility inspections. However, action is unlikely since Russia and China hold Security Council vetoes.

The agency's lack of information about these facilities and associated nuclear material and our inability to conduct verification activities at these facilities is a matter of serious proliferation concern.
